Gestore dei Servizi Elettrici (GSE Spa) plays a central role in promoting, incentivizing and developing renewable energy sources in Italy. The company has a single shareholder - the Ministry of Economy and Finance - which exercises its shareholder rights together with the Ministry of Economic Development. GSE is the parent of two companies: Acquirente Unico (AU) and Gestore del Mercato Elettrico (GME). After the transfer of its power dispatching, transmission and grid development assets to Terna SpA on 1 November 2005 (Decree of the President of the Council of Ministers of 11 May 2004), GSE has focused on managing, promoting and incentivizing renewables in Italy, an activity that it previously carried out in part.

GSE’s activities involve the sector of renewable energy sources, incentivising their generation and managing the related economic and financial flows. In detail: ‘-buys electricity generated by plants fed by renewable and “assimilated” sources and sells it in the market; - organizes, manages and issues incentives for the production of electricity from such sources; -issues so-called Green Certificates and monitors producers’ and importers’ compliance with the related obligations; - certifies plants fed by renewables (IAFR-certified plants); - releases the Guarantee of Origin (GO) of electricity generated from renewables; - certifies combined heat & power generation (co-generation) plants.
